Prohibit sale of electronic cigarettes to minors!


We anticipate a vote this week at the State House on a key Tobacco Free RI legislative priority. House Bill 7021 would prohibit the sale of electronic cigarettes to minors and would require e-cigarettes in Rhode Island be included in the existing law regulating tobacco products.

Dear Legislator, [Decision Maker],

This week, the House Judiciary Committee will vote on H7021, to prohibit the sale of electronic cigarettes (e-cigarettes) to minors, sponsored by Rep. Helio Melo. Most e-cigarettes contain nicotine, which is derived from tobacco, and is highly addictive, especially to youth.

Big Tobacco and the e-cigarette industry are lobbying legislators to remove all regulatory language from H7021. They want to create a regulatory loophole for e-cigarettes so sellers would be exempt from tobacco retail licensing, inspections, and future possible taxes. Our kids cannot be protected from e-cigarettes if there is no way to enforce the youth access law.





The FDA has proposed to regulate e-cigarettes as tobacco products. H7021 follows this proposal and streamlines the enforcement process. It will require vendors to obtain a tobacco retail license (just $25) and will enable law enforcement to do compliance checks, in line with their current enforcement schedules and practices.
