DC Jobs should be for DC Residents!

Dear [Decision Maker],

The construction industry has taken a major hit across the country, and Washington, DC is no different. Since there are fewer construction projects across the city, that means it's even more important than ever that local hiring requirements are followed to ensure DC is getting all it can out of its taxpayers' money.

The District's First Source Agreement Program "assures city residents priority for new jobs created by municipal financing and development programs. It mandates that all projects funded in whole or in part with District of Columbia funds, or other funds which the District administers, shall provide for increased employment opportunities for District residents."

The premise is simple: if large developers and contractors are receiving incentives such as tax and zoning breaks, then the residents of the District deserve a fair opportunity to benefit from those projects by being allowed to work on them. What we've seen is that oftentimes there is little enforcement of this program. Contractors use loopholes and vague language in contracts to skirt their responsibilities.

It's time for that to stop. The city must hold these contractors and developers accountable by closing loopholes and enacting penalties when requirements are not met. Please join us in our fight to ensure DC jobs for DC residents.
