Animal abuse registries, which require convicted animal
abusers to register into a central database, serve as a crucial tool to help
law enforcement, shelters and adoption centers keep track of convicted abusers
and prevent animals from falling into the hands of convicted abusers. This
session, New York legislators have introduced multiple bills to establish a
statewide animal abuse registry, each with specific provisions intended to
protect animals from potential future abuse and give law enforcement officers
tools to help investigate current cases of abuse.
These bills have all been carried over from the first year
of the 2017-18 session. Action is needed to move forward this year.

This session, several different bills were introduced that would establish central database of individuals convicted of animal cruelty, aggravated cruelty or animal torture. The purpose of establishing an animal abuse registry is to provide a resource for law enforcement, shelters and adoption centers to help identify convicted animal abusers who are involved in new allegations of abuse or who are trying to adopt an animal who may be put in harm's way. Access to this information is crucial in keeping companion animals out of the hands of convicted abusers. While the bills introduced this year differ in some respects--such as the basis for collecting fees and how widely the information in the registry is distributed--it is clear that there is widespread interest in establishing an animal abuse registry in New York in order to better protect our animals and to reduce the likelihood of convicted animal abusers victimizing animals in the future.Please support the establishment of a database of convicted animal abusers and help protect our animals from harm.
