offer cats and dogs used in research to an animal rescue organization for
adoption instead of euthanizing the animal. Facilities that conduct research in
collaboration with an institution of higher education for educational, research
or scientific purposes would also be required to work with animal rescue
organizations to adopt healthy animals after the research is complete. A
facility that is required to offer dogs and cats to an animal rescue
organization may enter into an on-going agreement with such a group.
Additionally, these bills incur no expense for the government,
give facilities the discretion to determine which animals are suitable for
adoption and pave an easy path from the laboratory to a private home through
agreements with reputable animal rescue organizations.
