Healthy cats and dogs deserve to have the opportunity to be adopted into loving homes after being used for research, testing or education purposes, instead of being euthanized. This bill would require a higher education research facility that received public money, or a facility that provides research in collaboration with a higher education facility to offer cats and dogs used in research to an animal shelter or rescue for adoption if the research facility’s veterinary staff determines that the health of the animal makes it suitable for adoption. The research facility may place an animal through private placement or through an animal rescue or shelter organization.

Please give cats and dogs no longer needed for research a chance to live in a loving home

Dear [Decision Maker],

I am writing to ask for your support of legislation to make healthy dogs and cats available for adoption once they are no longer needed by a higher education research facility.

H 5161 would require publicly-funded higher education research facilities to make their research dogs and cats available to an animal rescue organization or animal shelter, or to arrange private placement of an animal, before considering euthanasia. The research facility's own veterinary staff would make the determination if the animal is suitable for adoption and they can then work with a local humane society, animal rescue or shelter to find a good home.

Too often animals used in research are regarded as disposable commodities to be discarded when the research or education project is done and are euthanized instead of having a chance to live out their normal life.

Please give your support to legislation to allow these animals a chance at finding loving homes.
