Don’t Allow Hunters to Import Banned Polar Bear Trophies from Canada

The first of these two bills specifically serves the interests of 41 hunters who shot and killed polar bears in Canada in 2008, just before the United States declared polar bears a "threatened species" under the Endangered Species Act (ESA) and prohibited the import of polar bear trophies into the country. In order to regain their trophies, which have literally been on ice for the past nine years, Rep. Donald Young and his fellow hunters must change the law. HR 224, the “Polar Bear Conservation and Fairness Act,” (whose goals are neither conservation nor fairness) would do just that.

The oddly-named “Restoration of the U.S.-Russia Polar Bear Conservation Fund Act” (HR 225), is a separate, but similar effort to allow the import of polar bear trophies into the U.S. from Canada. This bill would also benefit the aforementioned 41 hunters; however, it takes the effort one step further because it would allow the importation of trophies from polar bears killed in Canada after the ESA listing through a licensing process. It also suggests, but doesn’t mandate, that the licensing fees could be used to benefit the U.S.-Russia Polar Bear Conservation Fund. In the end, both bills are simply attempts to sidestep the Endangered Species Act for hunters trying to bring polar bear “trophies” into the U.S.

Oppose the Import of Banned Polar Bear Trophies from Canada

Dear [Decision Maker],

I am writing to you in OPPOSITION to the Polar Bear Conservation and Fairness Act (HR 224) and the Restoration of the U.S.-Russia Polar Bear Conservation Fund Act (HR 225), two bills that have nothing to do with conservation, fairness, nor with the U.S.-Russia Polar Bear Conservation Fund. These are efforts to allow 41 hunters--individuals who chose to hunt polar bears as trophies in anticipation of a U.S. ban on polar bear hunting and the subsequent import of polar bear trophies--to contravene the U.S. Endangered Species Act by bringing in trophies or body parts through the issuance of special licenses for this purpose.

Please vote to end this special interest legislation, to uphold the spirit and the letter of the Endangered Species Act, and to discourage any hunter who chooses to hunt a threatened or endangered species of animal in another country in the hope that they will be granted a special exemption to bring that animal back to the U.S.
