Healthy cats and dogs deserve to have the opportunity to be adopted into loving homes after being used for research, testing or education purposes, instead of being euthanized. This bill would require a research facility that uses cats and dogs for scientific research to take steps to provide for the adoption of these animals when they are no longer needed. A research facility can enter into an agreement with an animal rescue organization to arrange for an adoption.

The House bill is scheduled for a hearing before the Appropriations Committee on February 21. A vote of support is essential in order to move this bill forward.

Urgent: House hearing on February 21 to make research animals adoptable

Dear [Decision Maker],

I am writing to ask for your support of legislation to make healthy dogs and cats available for adoption once they are no longer needed by a research facility.

HB 528 would require research facilities in Maryland to provide for the adoption of their dogs and cats through an animal rescue organization before considering euthanasia. Research facilities would also be required to report to the Secretary of Agriculture the progress they are making in adopting out these animals.

Too often animals used in research are regarded as disposable commodities to be discarded when the research or education project is done and are euthanized instead of having a chance to live out their normal lives.

The National Anti-Vivisection Society (NAVS) has also pledged financial assistance to help facilitate the transfer of adoptable animals to local adoption centers and to support necessary veterinary care. Please give your support to legislation to allow these animals a chance at finding loving homes.
