Healthy cats and dogs deserve to have the opportunity to be adopted into loving homes instead of being euthanized after being used for research, testing or education purposes. This bill would require a higher education research facility that receives public money to make a reasonable effort to offer cats and dogs no longer needed for research for adoption if the research facility’s veterinary staff determines that the animal is healthy. The research facility may place an animal through private placement or through an animal adoption organization. Research facilities must also make their adoption policy available on their website.

Please give cats and dogs no longer needed for research a chance to live in loving homes

Dear [Decision Maker],

I am writing to ask for your support of legislation to make healthy dogs and cats available for adoption once they are no longer needed by a higher education research facility.

SB 1884 would require publicly-funded higher education research facilities to make reasonable efforts to make their research dogs and cats available for adoption, either through private placement or through an animal adoption organization before considering euthanasia. The research facility's own veterinary staff would make the determination if the animal is suitable for adoption and they can then work with a local humane society, animal rescue or shelter to find a good home.

Too often animals used in research are regarded as disposable commodities to be discarded when the research or education project is done and are euthanized instead of having a chance to live out their normal lives. This legislation would give these animals a better chance to have lives after research, requiring an expansion to existing adoption policies that provide limited opportunities for adoption.
