Battery cages are used for intensive egg production to allow for the most number of hens to be held in the smallest space possible. However, confined living spaces may increase stress levels in egg-producing chickens and increase the risk of salmonella infection among the hens. Confinement farming leads to many types of disease in both animals and humans.

H 299 would include the use of battery cages to its definition of cruelty to animals, ensuring that egg-producing chickens will have space to move around freely within their cages. It would also establish labeling requirements for egg sales, including a definition of “cage free” and “free range” living conditions.
