Maryland: Adoption of Dogs and Cats Used in Research

Name: Humane Adoption of Companion Animals Used in Research Act of 2017

Healthy cats and dogs deserve to have the opportunity to be adopted into loving homes after being used for research, testing or education purposes, instead of being euthanized. This bill would require a research facility that uses cats and dogs for scientific research to take steps to provide for the adoption of the dog or cat that is no longer needed for that purpose. A research facility can enter into an agreement with an animal rescue organization to arrange for an adoption. Both of these bills were heard in their respective committees in February, but no decision has yet been made. Please contact your state legislators and ask them to move these bills forward.

Please give cats and dogs no longer needed for research a chance to live in a loving home

Dear [Decision Maker],

I am writing to ask for your support of legislation to make healthy dogs and cats available for adoption once they are no longer needed by a research facility.

SB 420/HB 528 would require research facilities in Maryland to take reasonable steps to provide for the adoption of their dogs and cats through an animal rescue organization before considering euthanasia. Research facilities would also be required to report to the Secretary of Agriculture the actions they are taking in adopting out these animals.

Too often animals used in research are regarded as disposable commodities to be discarded when the research or education project is done, and are euthanized instead of having a chance to live out their normal lives. This proposal would give full discretion to research facilities to determine whether individual dogs and cats are suitable for adoption, but it will also ensure that all dogs and cats have a chance for that consideration.

These bills have been held in committee since February. Please move them forward for a full "yes" vote in the House of Delegates and the Senate and allow post-research dogs and cats a chance at finding loving homes.
