Each year, more than two million dogs and cats are born in large-scale commercial breeding facilities, where they are kept in inhumane conditions that make them susceptible to disease and birth defects. S 407 would ban the sale in pet shops of all dogs and cats except those who come from non-profit animal shelters, humane societies or animal rescue organizations. It would also allow the sale of cats and dogs who were born and raised by the pet shop owner in a separate facility.

Help put an end to the sale of dogs and cats from large-scale breeding facilities

Dear [Decision Maker],

I am writing you to request your support for S 470, which would ban the sale in pet shops of all dogs and cats except from non-profit animal shelters, humane societies or animal rescue organizations. It would also allow for the sale of a cat or dog born and raised by the pet shop owner in a separate facility.

This legislation is an essential step in preventing dogs and cats born into commercial breeding facilities--puppy mills and cat mills--that subject them to inhumane conditions, expose them to disease and allow the breeding of animals that are highly susceptible to birth defects. Puppy and cat mills emphasize profit over the health and well-being of companion animals, resulting in sick and unsocialized animals and consumers who receive "damaged" goods from pet shop sales.

This legislation will directly address the abuses at large-scale breeding operations by closing down their main market for sales--local pet shops--and will help to end an industry that is based on suffering.
