Even though the U.S. has taken a stand against the Yulin Dog Meat Festival in China, there is currently no federal law specifically banning the slaughter of dogs and cats for the purpose of human consumption. Additionally, very few states have specific laws prohibiting dog and cat slaughter. This federal legislation would unify animal welfare laws and prohibit the possession, import, export or other transport of dogs and cats intended for human consumption. The ultimate goal of the measure is to put a permanent end to the dog and cat meat trade, which is not only a cruel and brutal venture, but also a major threat to public health.

Dear [Decision Maker],

I am writing to ask your support for legislation, HR 1406, to end the slaughter of dogs and cats for human consumption. Dogs and cats play a vital role in our society, providing companionship to millions of American households. Many Americans consider dogs and cats family members and friends who should not be slaughtered and consumed as food.

Not only is the dog and cat meat trade a cruel and brutal venture, it is also a major threat to public health. Unlike cows and pigs, dogs and cats are raised--and used--for many purposes, including for recreation, as companion animals, and as working animals. None of these uses are consistent with the raising of an animal for food. Additionally, dog and cat meat traders collect dogs and cats from unknown sources, ignoring food safety regulations that ban food products from diseased animals or animals who died due to unknown causes. Because there is a risk of exposure to rabies from unvaccinated dogs and cats, this presents a health risk to those handling and eating the dog and cat meat.

Thank you for your consideration. I hope that you will give your full support to a prohibition of the sale of dog and cat meat for human consumption in interstate and foreign commerce before the end of the current legislative session.
