New York: State Ban Proposed on Sale of Cosmetics Tested on Animals

New York already has a statewide ban on the use of animals for testing cosmetics; however, the sale of animal-tested cosmetics that were manufactured outside of the state is not prohibited. This bill would make the manufacturing ban more meaningful by banning the sale of all cosmetics tested on animals, regardless of whether they were manufactured inside or outside of the state.

The newly-introduced federal Humane Cosmetics Act, HR 2790, would make individual state laws unnecessary. Until that legislation is passed by the U.S. Congress, however, state legislation can have an important impact on this issue.

Ban on the Sale of Cosmetics Tested on Animals

Dear [Decision Maker],

I am writing to ask for your support of an important bill, A 5145, which would end the sale, in the state of New York, of cosmetics that are tested on animals. Safe and reliable non-animal safety tests have existed for years, and hundreds of brands already sell cosmetics that are cruelty free.

New York is already leading the way with its ban on the use of animals for cosmetics safety testing. The proposed sales ban is a logical extension of this existing law, which will impact only those few companies that still rely on outmoded animal tests for to determine the safety of its products. The European Union has already adopted progressive test methods and a humane standard for testing cosmetics for safety, and many individual countries have also adopted non-animal based testing for cosmetic safety.

While passage of the newly-introduced federal Humane Cosmetics Act, HR 2790, would make this legislation unnecessary, until the U.S. Congress acts it is up to the states to ensure that animals are not harmed to enhance beauty.
