Name: Safeguard American Food Exports (SAFE) Act of 2017
Bill Number: HR 113
bipartisan SAFE Act would prohibit the sale or transport of equines and equine
parts intended for human consumption in interstate or foreign commerce. This
measure would also prevent the reopening of horse slaughter plants in the U.S.,
as well as ban the transportation of horses to Mexico and Canada for slaughter.
Because horses are not initially raised
as food, their diet and care make them particularly inappropriate for use as
Urgent action is needed
because the previous prohibition banning the funding of horse slaughterhouse
inspections is missing from this year’s agricultural appropriations bill. The House version
of the Agriculture, Rural Development, Food and Drug Related Agency
Appropriations bill failed to include that provision and, now part of an
omnibus appropriations bill, HR 3354,
it is moving quickly through Congress.

Prevent human health threats posed by the consumption of horse meat
Dear [Decision Maker],
I am writing in support of the Safeguard American Food Exports Act. Unlike cows and pigs, horses are raised--and used--for many purposes, including recreation, as companion animals, and as working animals. None of these uses are consistent with the raising of an animal for food. In fact, since most horses are bought at auction for the slaughterhouse, it is impossible to evaluate individual animals to know whether they been given drugs unsuitable for human consumption, including deworming medication and hormones in large quantities. This makes eating horse meat a risky business.Because the consumption of horses raised in the United States poses a serious threat to human health, please give your support to a prohibition of the sale of horse meat for human consumption in interstate or foreign commerce.Thank you for giving your support to this important legislation.
Sincerely,[Your Name] [Your Address] [City, State ZIP]
