Healthy cats and dogs deserve to have an
opportunity to be adopted into loving homes after being used for research,
testing or education purposes. This bill would require research facilities to
establish a program for the routine transfer of dogs or cats who are no longer
being used for testing, evaluation or observation to an animal shelter or
animal rescue organization. Research facilities would also be allowed to adopt
out dogs and cats directly to members of the public. Each research facility
would determine if an individual cat or dog meets its physical and psychologic
criteria for adoption.

I am writing to ask for your support of legislation to require research institutions to make dogs and cats available for adoption, either through an animal rescue organization, animal shelter or through private adoption, instead of euthanizing them when they are no longer needed by the facility. Too often, animals used in research are regarded as disposable commodities to be discarded when the research or education project is done. HF 594 would allow cats and dogs used for research to have a chance to find loving homes. This legislation allows the research institution to determine whether an individual cat or dog is in good enough physical and psychological condition to allow them to be successfully integrated into an adoptive home. This bill would incur no expense for the government, would give facilities the discretion to determine which animals are suitable for adoption, and would pave an easy path from the laboratory to a private home through agreements with reputable animal rescue organizations.
