Rhode Island: House Approves Adoption of Dogs and Cats Used in Research

Name: Research Animal Retirement Act

Bill Number: H7414

The House has approved H7414, which would ensure that healthy cats and dogs have the opportunity to be adopted into loving homes instead of being euthanized after being used for research or testing purposes. This bill would require publicly-funded higher education research facilities that use cats and dogs for scientific research or testing to make reasonable efforts to adopt out healthy animals no longer being used.

A research facility would be able to utilize a private placement process or enter into an agreement with an animal rescue or shelter organization to arrange for an adoption.

The House passed the bill on April 11 and it now goes to the Senate for consideration.

I am writing to ask for your support of H7414, which would ensure that healthy cats and dogs, instead of being euthanized, have the opportunity to be adopted into loving homes after being used for research or testing. This bill would require publicly-funded higher education research facilities to make reasonable efforts to adopt out healthy cats and dogs no longer being used for scientific research or testing.

Too often, animals used in research are routinely euthanized when the research or testing is done, even though they may be otherwise healthy. Under this bill, a research facility would be able to utilize a private placement process or enter into an agreement with an animal rescue or shelter organization to arrange for an adoption.

The House has already given their approval to this measure, and I hope that you will give it your full support as well. Please help pass legislation in our state to allow these animals a chance at finding loving homes.
