The Humane Cosmetics Act would end cosmetics testing on animals by private and governmental entities, and would phase out the sale and distribution of animal-tested cosmetics within three years. This legislation bans testing the final product, as well as any ingredients, on animals. 

Testing cosmetics on animals is an indefensible waste of animal life and the cause of animal suffering when reliable non-animal safety tests have been available for years. 

This legislation now has 170 co-sponsors, but still has not had a hearing since it was first introduced in 2014. Without a hearing, and without approval from the committee considering it, this bill will not move forward. With the growing support for passage of this legislation, now is the time to bring it to a vote. 

The states of California, New Jersey, New York and Virginia now have laws that prohibit conducting cosmetics safety testing on animals where alternative tests are available. However, passing a law in each individual state is a long and time-consuming process. A federal law is needed to ensure that animal testing ends across the country.

Please ask your U.S. Representative to call for a hearing on the Humane Cosmetics Act so that it can finally become law in 2018.

Please Hold a Hearing on the Humane Cosmetics Act

Dear [Decision Maker],

The Humane Cosmetics Act, first introduced in 2014, would end the use of live animals for safety testing by the cosmetics industry. Much of the cosmetics industry already relies on more predictive non-animal test methods for evaluating the safety and efficacy of cosmetics, demonstrating that an end to the use of animals will not negatively impact human health.

The European Union already bans the use of animals for cosmetics safety testing. Many individual countries have also adopted non-animal-based testing for cosmetics safety, and work is being done to educate industries and governments in China, Russia and elsewhere about the advantages of using non-animal test methods.

Most important, however, is the fact that the American people support this bill. A nationwide survey in 2014, the year this bill was first introduced, showed that 67% of Americans opposed the use of animals for testing cosmetics. Support has only grown since then. With 170 cosponsors in the House, it is time to pass this bill.

Your support is needed in order to move this bill forward in the current session. Please ask the House Committee on Energy and Commerce Subcommittee on Health to hold hearings on the Humane Cosmetics Act so that it can finally move forward. Let the U.S. join other countries worldwide who are adopting these cruelty-free standards.
