New York already has a statewide ban on the use of animals
for testing cosmetics; however, the sale of animal-tested cosmetics that were
manufactured outside of the state is not prohibited. This bill would make the
manufacturing ban more meaningful by banning the sale of all cosmetics tested on animals, regardless of whether they
were manufactured inside or outside of the state. This bill also includes a
definition of “cosmetics” that includes personal hygiene products such as
deodorant, shampoo and other cleansing agents.
This bill remains without a hearing in the House Economic
Development, Job Creation, Commerce and Industry Committee. Ask that your
Assemblyperson join as a sponsor of this bill and demand that the Committee moves
forward in considering it.

The European Union has already adopted progressive test methods and a humane standard for testing cosmetics for safety, and many individual countries have also adopted non-animal-based testing for cosmetics safety. Please give your full support to passage of A 5145A by becoming a sponsor and by demanding that the House Economic Development, Job Creation, Commerce and Industry Committee conduct hearings on this bill.
