Healthy dogs and cats in Pennsylvania deserve the opportunity to be adopted into loving homes instead of being euthanized after being used for research, testing or educational purposes. HB 2164 would require research facilities to offer healthy dogs and cats used in research to an animal shelter or rescue organization for adoption, or to arrange for private placement of the animal for adoption.

This year, Maryland and Delaware have adopted similar legislation. Please help Pennsylvania to become the next state to give animals used for research the chance to discover their forever homes. Urge your Representative to ask for a hearing on this bill before the Agriculture and Rural Affairs Committee.

Please give dogs and cats retired from research a chance to live in a loving home

Dear [Decision Maker],

I am writing to ask for your support of HB 2164, which would require research facilities in Pennsylvania to offer dogs and cats no longer used for research to an animal shelter or animal rescue organization for adoption instead of euthanizing them. Facilities covered under this section would be immune from civil liability for any damages that result when an animal is turned over to a shelter or rescue organization, as long as the facility acted in good faith.

Too often, animals used in research are routinely euthanized when the research or educational project is done, even though they may be otherwise healthy.

Please give your support to legislation in our state to allow these animals a chance at finding loving homes. Urge the Agriculture and Rural Affairs Committee to conduct a hearing on this bill so that it can move forward this session.
