End the Use of Cats in Harmful Experiments by Federal Research Facilities

This bill would direct the Secretary of Agriculture to end the use of cats in experiments that cause pain or stress in federal research facilities. It would prohibit all federal research facilities from purchasing, breeding, transporting, housing, feeding, maintaining, disposing of or experimenting on cats as part of any study that would cause potential pain or stress to cats, including experiments where analgesics are administered to deal with pain. 

HR 5780 was introduced in response to investigations by the White Coat Waste Project that revealed that a USDA facility in Maryland is breeding and killing cats for ongoing toxoplasmosis research, in which kittens are exposed to the parasitic disease and then killed.

Support a Ban on the Federal Government's Use of Cats in Painful Experiments

Dear [Decision Maker],

I am writing to you in support of HR 5780, which will prohibit any federal research facility from conducting research that causes significant pain or stress to cats.

According to the bill's sponsor, Rep. Mike Bishop, "My constituents and other Americans have made it clear that they don't want the federal government spending their hard-earned tax dollars to abuse and kill cats in cruel, inhumane and outdated experiments. The USDA must stop killing kittens, and I hope to work collaboratively with the agency towards that goal."

This is a common sense, bipartisan bill that will help end inhumane programs being conducted at the USDA and other federal facilities around the country. It will also ensure that taxpayers do not foot the bill for purchasing, breeding, transporting, disposing of or experimenting on cats. Instead, federal monies should be used to fund better, non-animal methods of conducting research to benefit human health.
