California: Senate Passes Proposed State Ban on Sale of Animal-Tested Cosmetics

The California Senate has passed a bill making it unlawful for any manufacturer to import for profit, sell at retail, or offer for sale or for promotional purposes any cosmetics tested on animals. California already has a statewide ban on the use of animals for testing cosmetics; however, the sale of animal-tested cosmetics that were manufactured outside of the state is not prohibited.

While retail outlets would still be able to sell animal-tested products produced outside the state, this bill would prevent a manufacturer in the state from rebranding a product that was tested elsewhere and selling it under their own name in California. This bill would also impose significant fines for violation of the state manufacturing ban.

The California Assembly will now consider this bill. Please contact your state Assemblyperson and ask them to give their first full support to this legislation.

Support a ban on the sale of cosmetics tested on animals by manufacturers in California

Dear [Decision Maker],

I am writing to ask for your support of SB 1249, which would end the sale and distribution of animal-tested cosmetics and personal hygiene products by manufacturers in the state of California. Safe and reliable non-animal safety tests have existed for years, and hundreds of brands currently sell cosmetics that are cruelty free.

California is already leading the way with its ban on the use of animals for cosmetics safety testing. The proposed sales ban is a logical extension of this existing law, which will impact only those manufacturers that are importing animal-tested ingredients or products into the state and rebranding them with their own labels, thus circumventing existing law to end the use of animals for safety-testing products.

Please give your support to SB 1249 and let California continue to lead the way in the global movement toward cruelty-free cosmetics. The Senate has already given their approval to this measure. Now it is your turn to move this legislation forward in the Assembly.
