Healthy dogs and cats in Pennsylvania deserve the opportunity to be adopted into loving homes instead of being euthanized after being used for research, testing or educational purposes. HB 238 and SB 534 would require research facilities to offer healthy dogs and cats used in research to an animal shelter or rescue organization for adoption, or to arrange for private placement of the animal for adoption.

Any higher education research facility that receives public money, including tax-exempt status, or a facility that provides research in collaboration with a higher education facility and any other research facility that conducts experiments on dogs or cats for science, testing, education or research purposes would be included in this scope of this bill. These facilities would be immune from civil liability for any damages that result when an animal is turned over to a shelter or rescue organization, as long as the facility acted in good faith.

Since 2014, laws have been adopted in nine states (CA, CT, DE, IL, MD, MN, NV, NY and RI) and several other states have already introduced similar legislation this year.

Please help Pennsylvania become the next state to ensure that laboratory animals achieve better lives after research.

Please give dogs and cats retired from research a chance to live in a loving home

Dear [Decision Maker],

I am writing to ask for your support for the Retired Animal Adoption Act, HB 238/SB 534, which would require research facilities in Pennsylvania to offer dogs and cats no longer used for research to an animal shelter or animal rescue organization for adoption instead of euthanizing them.

Any higher education research facility that receives public money, including tax-exempt status, or a facility that provides research in collaboration with a higher education facility and any other research facility that conducts experiments on dogs or cats for science, testing, education or research purposes would be included in this scope of this bill. These facilities would be immune from civil liability for any damages that result when an animal is turned over to a shelter or rescue organization, as long as the facility acted in good faith.

Too often, animals used in research are routinely euthanized when the research or educational project is done, even though they may be otherwise healthy. Laws have already been enacted in nine states to give animals a second chance after the laboratory.
