Support Safe Cosmetics Bill that Includes Ban on Animal Testing

The Safe Cosmetics and Personal Care Products Act, HR 4296, seeks to reform the cosmetics testing industry in two substantive ways: 1) it would ban outright many toxic ingredients, and 2) it would ban the use of animals for safety testing. Interestingly, the bill’s lead sponsor is Rep. Jan Schakowsky (D-IL) and Illinois just passed a state ban on the sale of animal-tested cosmetics earlier this year.

This legislation would make it “unlawful for any entity to conduct, directly or pursuant to contract, animal testing for the purpose of developing a cosmetic for sale in or affecting interstate commerce,” as long as a validated alternative is available.

Under this bill, responsibility for the safety of ingredients would be split between the U.S. Food and Drug Administration and the product manufacturers. Testing would be required to be conducted using non-animal test methods unless there is no existing test validated by the Interagency Coordinating Committee on the Validation of Alternative Methods (ICCVAM).

To help advance the availability of these alternatives, the bill also directs the Food and Drug Administration to provide grants for the development of testing methods to replace current animal tests.

Please Require Cosmetics Safety to Benefit Consumers without Harming Animals

Dear [Decision Maker],

I am writing in support of the Safe Cosmetics and Personal Care Products Act, HR 4296, to ensure that personal care products, including cosmetics, are safe for human use. In addition to addressing the issue of consumer safety, this bill would end the use of live animals for cosmetics and personal care products safety testing.

The continued use of animals to conduct safety testing--without regard to the fact that animal tests are not as predictive, reliable or as cost-effective as non-animal test methods--is unacceptable, as doing so is not only cruel, but also fails to ensure safety for human use.

This bill strikes a welcome balance in addressing deficiencies in oversight of the cosmetics industry by banning the use of harmful chemicals and requiring disclosure of all chemicals used in manufacturing cosmetic products.

Today, all the nations in the European Union, along with many other countries around the world, are adopting laws that will ensure both humane and safe products. Requiring human-relevant data in considering the safety of cosmetics and other personal care products will result in products that are both safer and more humane.
