Demand Justice for Victims Of Mass Atrocities in Syria

Over the past two years, forces and allies of the Syrian government have carried out a ruthless campaign of violence against the people of Syria. During the course of the conflict, an estimated 70,000 people have been killed, 2.5 million have been displaced from their homes, and countless others have suffered crimes of sexual violence and torture. Opposition forces have also committed serious crimes against civilians, including killings, kidnappings, and other physical attacks.

As part of a systematic campaign against the civilian population, the Syrian authorities have attacked hospitals, killed and tortured health care providers, and prevented those in need of medical treatment from receiving care. Attacks on health care are not only part of a depraved campaign to increase harm inflicted upon civilians – they are war crimes, and perpetrators must be held to account.

PHR has called on the United Nations Security Council to refer the situation in Syria to the International Criminal Court (ICC), a recommendation also supported by high-level officials at the UN. A new bill in congress is now calling for Syria’s referral to the ICC as well. The ICC is a permanent court designed to try perpetrators of the world’s worst crimes when national governments are unwilling or unable to prosecute offenders. Syria’s referral to the ICC would be the first step in bringing those most responsible for mass atrocities there to justice.

Hold Perpetrators of Mass Atrocities in Syria Accountable

Dear [Decision Maker],

As a supporter of Physicians for Human Rights, I am deeply troubled by the ongoing violence in Syria. Killings, rape, torture, and other acts of violence are unacceptable, and the international community, including the United States, must use all available mechanisms to bring perpetrators of these heinous crimes to justice.

I urge you to support H. Res. 229, sponsored by Rep. Steve Israel (D-NY) and Rep. Tom Cole (R-OK), which calls on the United Nations Security Council to refer Syria to the International Criminal Court. The Court would investigate and prosecute those individuals responsible for the most serious crimes committed in Syria.

Referring Syria to the Court is a necessary first step in promoting justice for victims of the violence. Please support US leadership in support of victims of mass atrocities in Syria.
