Budgets are moral documents: They signal what and who our
nation values, prioritizes and seeks to protect. President Trump’s draconian
budget priorities for Fiscal Year 2020 will result in profound and – in many cases – life and death implications
for people and communities across the country and world. As Christians, the
moral test by which we evaluate every budget is the clear call in the Bible to demonstrate a particular concern for the poor and prioritize the welfare of the vulnerable. Trump's federal budget proposal neglects this call and displays a callous disregard for those we must protect.
This immoral budget
will disproportionately hurt the poor and communities of color: reinforcing
structural racism and exacerbating economic hardship. Reducing the annual
budget deficit with cuts to programs serving the poor while keeping taxes on
the richest 1 percent as low as they’ve been in decades, while also increasing the
defense budget to $750 billion is beyond unconscionable. In his blind
determination to build a monument to xenophobia and unravel the social safety
net, Trump’s budget includes a request for $8.6 billion in additional funding
for a border wall; a dramatic restructuring of Medicaid and cuts to SNAP and
TANF; and radical spending reductions on agencies providing housing for the
urban poor and protecting the environment. Beyond exacerbating income and
wealth inequality, Trump’s budget envisions a 31 percent reduction in discretionary
funding for the Environmental Protection Agency. Given the increasingly dire
data and projections we are getting from the scientific community on the pace
and sweeping effects of climate change, cuts to the agency dedicated to
protecting our environment is the last place we should be looking to cut
spending at this moment in national and human history.

As your constituent, I urge you to pass a bipartisan budget agreement that both reverses harmful sequestration cuts and expands investments in critical programs serving people in poverty -- both in the U.S. and around the world. I further urge you to prioritize funding for program areas targeted to help low-income individuals afford the essentials, such as low-income housing assistance, child care, and poverty-focused international assistance. It is not enough to simply prevent cuts to domestic and international anti-poverty programs.
