In the pre-dawn hours yesterday, Governor Cuomo and Albany legislators passed a tax bill that’s being celebrated as a big win for the middle class.

By negotiating away $320 million a year in dedicated funding for buses and subways to pass his tax deal, Governor Cuomo set in motion a future of fare hikes and service cuts for New York City’s subway and bus riders.
